JAMES SENEGAL
LEAD INSTRUCTOR
James Senegal is the Director of Professional Development at the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT). Prior to joining LEMIT, James was a Captain with the City of Magnolia Police Department located in Montgomery County, Texas. James has approximately 20 years of law enforcement and public safety experience and holds a Bachelor’s Degree in Criminal Justice from Sam Houston State University. James has served in a number of law enforcement capacities to include patrol officer, assistant team leader of the SWAT Team, patrol supervisor, administrative supervisor, training coordinator and Captain. James is also a recipient of the Motorola-Webber Seavey award granted by the International Association of Chiefs of Police and is a member of a number of different law enforcement organizations and associations.
James has been appointed by Governor Gregg Abbott as a Commissioner to the OneStar National Service Foundation and a Board Member to the OneStar Foundation. James has also been recognized by the National Women of Achievement as a “Man of Honor” for his inspirational contribution to the community as a role model for young men of America.
JOSH SMITH
LEAD INSTRUCTOR
Josh Smith is an independent journalist and media consultant who has trained hundreds of first responders from agencies of all sizes. Josh focuses on communication strategies, crisis management and improving workflows and infrastructure. He has worked in the media industry for 30 years, including time as reporter, producer and News Director. In 2004, he founded his own media company and for the last 15 years, he has helped companies, charities and first responders articulate their message.
A documentary film producer with extensive experience, both in front of the camera and behind it, Josh brings a unique perspective to public relations and media relations training. He has interviewed hundreds of people from all walks of life, including music legends Lyle Lovett and Robert Earl Keen, veterans of every major conflict since World War II (including a Medal of Honor recipient), Presidents George H.W. Bush and Bill Clinton, as well as Panamanian President Martin Torrijos, Secretary of Defense Robert Gates, numerous flag officers including several four-star generals, presidents of fortune 500 companies, cabinet members, congressmen, governors and many more.
BARBARA SMITH
INSTRUCTOR/PROGRAM DEVELOPER
Barbara Smith is co-founder and co-owner of NorthStar Interactive Media, Ltd., a private media production and consulting company. Founded in 2004, NorthStar provides a variety of services including documentary film production, advertising and design services, as well as institutional messaging and identity consulting. NorthStar Interactive Media’s clients include Texas A&M University, Ohio State University, The United States Naval Academy and many others. Barbara, along with her husband, Josh, has spent the last 15 years helping customers deliver their message in a way people can respond to it.
She is a 25-year veteran broadcast journalist, including lengthy service as a TV news report and anchor. Barbara earned a bachelor’s degree in journalism from Texas A&M University and has extensive experience both in front of and behind the camera. She has also served her community in public relations posts for both government and charity endeavors.
